Marco Island City Council Sue Citizens - AGAIN

In an effort to prevent citizens from exercising their right to vote,
the City Council of Marco Island fulfilled its threat to sue the
citizens of Marco Island.

I don't get it - why does the City Counsel have to sue the citizens again if they are supposed to be working on our behalf?
